DEHSt gives the go-ahead for the national emissions trading registry

Movement on the topic of national emissions trading(nEHS): as of this week, as of 12.05.2021, SESTA officers can apply to open their compliance accounts in the nEHS register. A compliance account is mandatory in order to be able to hold, surrender and trade emission allowances.

Before an account application can be submitted to open a compliance account, the respective account holder and the associated authorized representatives must first register. The account holder is authenticated by DEHSt via the ELSTER authentication service of the tax authority. This in turn requires an ELSTER company certificate and the corresponding password.

For the registration of authorised representatives, two different methods are offered:

  1. The online ID card function (provided the ID card is activated for the procedure)
  2. And via the use of a private ELSTER certificate (however, this method is not yet available at this time).

More details on account opening and registration as well as our own experiences regarding the opening process will follow shortly.

    • timely retransfers of emission allowances by 30.09 for the previous year pursuant to § 8 SESTA
    • Data updates of information in the register
    • Representation of historical account movements and balances on the basis of account statements
  • Support in the purchase and sale of emission certificates
  • Support with requests for information and assistance with on-site inspections by the competent authority pursuant to § 14 SESTA
  • Identification of emission allowance price drivers and market monitoring
  • Ad hoc announcements on relevant events, political developments and legislative changes
  • Regular status and strategy meetings to strengthen decision-making capacity
