Federal Cabinet approved the long-awaited Fuel Emissions Trading Ordinance BEHV (Register and Sale) and the Emissions Reporting Ordinance EBeV 2022.<\/p>\n<p>The EBeV 2022 (previously referred to in the draft bill as the Emissions Reporting Ordinance 2022 &#8211; BeV 2022) deals with emissions reporting in fuel emissions trading and initially applies exclusively to the periods 2021 and 2022.<\/p>\n<p>The SESTO in turn regulates the sale of emission allowances in national emissions trading and the national emissions trading registry.<\/p>\n<p>A first unofficial reading version has been made available and <a href=\"https:\/\/www.dehst.de\/SharedDocs\/termine\/DE\/Veranstaltungen\/2020\/infoveranstaltung-nEHS-inverkehrbringer.html?nn=8660688\">published<\/a>by DEHSt on its website during today&#8217;s (04.12.2020) information event on the enforcement of the SESTA.<\/p>\n<p>The slides of the event will be made available on the DEHSt website afterwards.<\/p>\n<p>The Carbon Leakage Regulation is also still pending and is still in the process of being drafted.<\/p>\n<p>We will report more on this shortly.<\/p>\n<h1><strong>We carry out the following activities:<\/strong><\/h1>\n<ul>\n<li><strong>Advice on the economic and procedural effects of the Fuel Emissions Trading Act (BEHG) on your company<\/strong><\/li>\n<li><strong>Advice for possible switch to EU-ETS<\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__6.html\">Preparation and submission of the monitoring plan in accordance with \u00a76 BEHG and continuous monitoring up to approval<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__7.html\">Verifiable determination of fuel emissions and preparation of the emissions report pursuant to \u00a7 7 para. 1, 2 SESTA<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__7.html\">Preparation and support of the verification of the emission report according to \u00a7 7 para. 3 SESTA<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__7.html\">Transmission of the verified emissions report to the competent authority (DEHSt) by 31.07 of the following year in accordance with \u00a77 Para. 1 SESTA<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__7.html\">Verification of the avoidance of double charging in accordance with \u00a77 Para. 5 SESTA<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__12.html\">Support in the establishment of accounts and account representatives in the national emissions trading registry pursuant to section 12 para. 2<\/a> <a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__9.html\">SESTA for the administration of emission allowances pursuant to section 9 para. 1<\/a><\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__12.html\">Support in the management of their register account e.g. as one of the authorized account holders<\/a><\/strong>\n<ul>\n<li><strong>Verification of transfers<\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__8.html\">timely retransfers of emission allowances by 30.09 for the previous year pursuant to \u00a7 8 SESTA<\/a><\/strong><\/li>\n<li><strong>Data updates of information in the register<\/strong><\/li>\n<li><strong>Representation of historical account movements and balances on the basis of account statements<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Support in the purchase and sale of emission certificates<\/strong><\/li>\n<li><strong><a href=\"http:\/\/www.gesetze-im-internet.de\/behg\/__14.html\">Support with requests for information and assistance with on-site inspections by the competent authority pursuant to \u00a7 14 SESTA<\/a><\/strong><\/li>\n<li><strong>Identification of emission allowance price drivers and market monitoring<\/strong><\/li>\n<li><strong>Ad hoc announcements on relevant events, political developments and legislative changes<\/strong><\/li>\n<li><strong>Regular status and strategy meetings to strengthen decision-making
